전쟁과 제국주의에 반대하는 민중운동, 향후 어디로 가야하는가?

2004년 9월 17일-19일, 레바논 베이루트

6월 30일의 ‘허구적인 주권이양‘ 이후 이라크에 대한 미국의 군사적, 경제적 그리고 정치적 점령과 더불어 지역에 대한 의도적 불안정화가 지속되고 있다. 동시에 부시 행정부는 팔레스타인 민중을 학살하고 그들을 배제하면서 통제하는 정책을 계속 강제하도록 샤론 정부에게 자유를 부여해주고 있다. 이것은 팔레스타인의 위기를 군사력과 복종으로 “해결”하려는 미국-이스라엘의 전략의 일부이다.
그럼에도 저항은 계속된다. 이라크인과 팔레스탄인들은 점령군에게 굴복하기를 거부하고 있으며, 전세계적으로 수백만명의 시민들이 이라크와 팔레스타인 점령 중단, 제국주의 전쟁 중단을 요구하며 거리로 나오고 있다. 우리는 함께 우리나라에서 자신들의 이익을 위해 종교적, 민족적, 종교적 그리고 종족 갈등을 증폭시키고, 그럼으로써 민중의 고통을 가중시키고 우리 사이 폭력과 증오를 증대시키는 세력을 규탄한다.

국제회의를 제안한다.

국제적 반전운동은 지난 수십년간 있어왔던 지구적 운동 중 가장 고무적인 운동이다. 전쟁광들을 뒤흔들고 있으며 세계 여론의 지지를 얻고 있다. 이제 이 운동은 새로운 상황과 새로운 도전을 직면하고 있다. 우리는 그래서 레바논 베이루트에서 반전·반세계화 운동들 간 국제회의를 개최하고자 한다. 이 회의는 두 가지의 목표를 가지고 있다. 첫째, 공동의 관점, 전략과 캠페인을 토론하고 발전시킴으로써 운동을 확대하고 강화하는 것이며, 둘째는 현존하는 연대를 강화하고 아울러 아랍세계 내 반전·반세계화 세력들과의 새로운 연대를 꾀하는 것이다. 우리는 그래서 회의를 레바논에서 개최하고자 하는 것이다.

참가단 파견을 호소한다.

우리는 평화, 정의와 자유를 위해 투쟁하는 모든 운동, 네트워크와 연대체가 베이루트 회의에 참가단을 보내 논의에 참여하고 전쟁과 자본주도의 세계화에 대항하는 국제적 운동을 강화하는 데 동참할 것을 호소한다.

Where Next for the Peoples' Movements Against War and Imperialism?

17-19 September 2004 Beirut, Lebanon

Following the fake June 30 "handover" of sovereignty, the United States' military, economic and political occupation of Iraq continues and, along with it, the deliberate de-stabilisation of the region. At the same time, the Bush administration has given the Sharon government free reign to pursue a policy of assassinating the Palestinian people and building an apartheid wall to isolate and control them. This is part of the US-Israeli strategy to "resolve" the Palestinian crisis by military force and subjugation.
Yet the resistance continues. Iraqis and Palestinians refuse to cower in the face of the occupiers and around the world, millions of citizens have taken to the streets calling for an end to the occupation of Iraq and Palestine and an end to imperialist wars. Together, we denounce the forces provoking religious, ethnic, racial and tribal conflicts in our countries in order to further their own interests, thereby increasing the suffering of the people and multiplying the violence and hate between them.

PROPOSAL FOR AN INTERNATIONAL MEETING

The international anti-war movement has been the most inspiring global movement for decades. It has shaken the warmongers and it has the support of world public opinion. It is now faced with a new situationn and new challenges. That is why we are proposing to convene an international meeting of the anti-war and anti-corporate globalization movements in Beirut, Lebanon, with two specific objectives: First, to broaden and strengthen the movement by debating and developing common perspectives, strategies and campaigns for the coming years. The second objective is to deepen existing links, and to develop new links, with anti-war and anti- globalisation forces in the Arab world. That is why we are holding the meeting in Lebanon.

CALL FOR REPRESENTATIVES

We call on all movements, networks and coalitions fighting for peace, justice and freedom to send their representatives to the meeting in Beirut to join the discussions and to be part of building a stronger international movement against war and corporate globalization.
