We understand that Kim Heung-hyun, one of the co-presidents of the KOSC
(Korean Street Vendors Confederation) & President of the StreetNet
International, has been wanted by the Korean police since last June.
¿ì¸®´Â Àü±¹³ëÁ¡»óÃÑ¿¬ÇÕ(ÀÌÇÏ, ¡®Àü³ë·Ã¡¯) °øµ¿ÀÇÀå Áß ÇѸíÀÌÀÚ ±¹Á¦³ëÁ¡»ó
¿¬ÇÕ ÀÇÀåÀÎ ±èÈïÇö µ¿Áö°¡ Áö³ 6¿ùºÎÅÍ Çѱ¹ °æÂû¿¡ ÀÇÇØ ¼ö¹èµÈ »ç½ÇÀ» ¾Ë
°í ÀÖ½À´Ï´Ù.
Korean street vendors suffered countless crackdowns by all kinds of
enforcement authorities such as ward officials, municipal officials,
police, crackdown parties, public and civilian services including
gangsters. For more than 18 years KOSC have fought for the recognition
that street vendors are also the subjects of Korean Society. But still,
Korean government and municipalities prohibit street vending in that
street vendors use public spaces for private purposes, the stalls invade
citizens' rights to move on the street. This implies that the government
do not recognize street vendors' rights to live, to organize ourselves,
and to represent themselves in negotiations with the authorities.
Çѱ¹ÀÇ ³ëÁ¡»óµéÀº ±×°£ ±¸Ã»/½Ãû´Ü¼Ó¹Ý, °æÂû, ´ëºÎºÐ Á¶Á÷Æø·Â¹è Ãâ½ÅÀÎ ¿ë
¿ª¹Ý, ¹Î°£¿ë¿ª±øÆÐ µî¿¡ ÀÇÇØ °®Àº ´Ü¼ÓÀ» ¼ö¾øÀÌ ´çÇØ¿Ô½À´Ï´Ù.
18³â ÀÌ»ó Àü³ë·ÃÀº ³ëÁ¡»ó ¶ÇÇÑ Çѱ¹ »çȸÀÇ ÁÖüÀÓÀ» ÀÎÁ¤ÄÉ Çϱâ À§ÇØ ÅõÀï
ÇØ¿Ô½À´Ï´Ù. ±×·¯³ª Çѱ¹ Á¤ºÎ¿Í ÁöÀÚüµéÀº ¿©ÀüÈ÷ ³ëÁ¡»óÀÌ °øÀ¯Áö¸¦ °³ÀÎ
¸ñÀûÀ¸·Î »ç¿ëÇÑ´ÙµçÁö ³ëÁ¡ÀÌ ½Ã¹Î º¸Çà±ÇÀ» ħÇØÇÑ´Ù´Â ÀÌÀ¯·Î ³ëÁ¡ÇàÀ§¸¦
±ÝÁöÇØ¿Ô½À´Ï´Ù. ³ëÁ¡»óÀÇ »ýÁ¸±Çµµ, ´Ü°áÇÒ ±Ç¸®µµ, ±×¸®°í ´ÜüÇù»óÀ» ÇÒ ±Ç
¸®µµ ÀÎÁ¤ÇÏÁö ¾Ê¾Ò½À´Ï´Ù.
So the KOSC and Mr. Kim worked hard to solve these problems. And he also
worked hard for the sreet vendors and informal workers of other
countries. At the StreetNet international Congress held in Seoul in
March 2004, he was elected the international president of the StreetNet
International organisation of street vendors, hawkers and market
vendors.
±×·¡¼ Àü³ë·Ã°ú ±èÈïÇö µ¿Áö´Â ÀÌ·¯ÇÑ ¹®Á¦µéÀ» ÇØ°áÇϱâ À§ÇØ ¿½ÉÈ÷ È°µ¿ÇØ
¿Ô½À´Ï´Ù. ´õºÒ¾î ±èÈïÇö µ¿Áö´Â ´Ù¸¥ ³ª¶óÀÇ ³ëÁ¡»ó°ú ºñ°ø½Ä ³ëµ¿ÀÚµéÀ» À§
ÇØ ¿½ÉÈ÷ È°µ¿ÇØ¿Ô½À´Ï´Ù. ±×¸®°í ¼¼°è ³ëÁ¡»ó, Çà»ó°ú Àç·¡½ÃÀå »óÀεéÀÇ ±¹
Á¦Á¶Á÷ÀÎ ±¹Á¦³ëÁ¡»ó¿¬ÇÕÀÇ ÀÇÀåÀ¸·Î ¼±ÃâµÇ¾ú½À´Ï´Ù.
Last June, the Seoul Metropolitan municipality enforced to construct bus
sites unilaterally in the Dongdaemun Stadium where 900 street vendors
were trying to survive after the crackdowns by the municipality city
under the cloak of the Cheonggyecheon Restoration. KOSC demanded to
discuss this problem with the representatives of street vendors.
However, Kosc have informed us that instead of discussing with them, the
municipality employed gangsters to enforce the construction.

¿ø ¸í¸ñÀ¸·Î ´ë´ëÀû ´Ü¼ÓÀ» ¹ÞÀº ÀÌÈÄ ¾î·Æ°Ô µ¿´ë¹®¿îµ¿Àå¿¡ µé¾î°¡ ÀÖ´Â »ó
ȲÀ̾ú½À´Ï´Ù. Àü³ë·ÃÀº ³ëÁ¡»ó ´ëÇ¥µé°ú ÀÌ ¹®Á¦¸¦ ¾ê±âÇÒ °ÍÀ» ¼¿ï½Ã¿¡ ¿ä
±¸ÇÏ¿´½À´Ï´Ù. ±×·¯³ª Àü³ë·ÃÀÌ º¸°íÇÑ ¹Ù¿¡ µû¸£¸é ¼¿ï½Ã´Â ³ëÁ¡»óµé°ú ´ëÈ
ÇÏ·Á ÇÏÁö ¾Ê¾Ò½À´Ï´Ù. Á¶ÆøµéÀ» °í¿ëÇÏ¿© °ø»ç¸¦ °ÇàÇÏ¿´½À´Ï´Ù.
KOSC organized big rallies and held the National Street Vendors'
Congress in the Stadium in memory of 6.13 held last in 1988 facing the
Seoul Olympic Games. Through their struggles and demands, KOSC was able
to negotiate with the municipality. Vendors' working places were
guaranteed and the municipality could construct the sites not doing
damages to street vendors.

ÀÌ·¯ÇÑ ÅõÀï°ú Áö¼ÓÀûÀÎ ´ëȿ䱸¸¦ ÅëÇØ ¿ì¸®´Â ¼¿ï½Ã¿Í ÇÕÀǾÈÀ» µµÃâÇس¾

But, instead of considering the urgent situation and the results of the
negotiations, the Korean police issued an arrest warrant to Mr. Kim.
So, for about 1 year he had to work for street vendors, poors and the
socally-excluded people under these repressions.
±×·¯³ª ÀÌ·¯ÇÑ ³ëÁ¡»óµéÀÇ Àý¹ÚÇÑ »óȲ°ú Çù»ó°á°ú´Â °í·ÁÇÏÁö ¾ÊÀº ä °æÂû
ÃøÀÌ ±èÈïÇö µ¿Áö¿¡°Ô üÆ÷¿µÀåÀ» ¹ßºÎÇÏ¿´½À´Ï´Ù. °á±¹ 1³â¿© µ¿¾È ±èÈïÇö µ¿
Áö´Â ³ëÁ¡»ó, ºó¹Î, ±×¸®°í »çȸÀûÀ¸·Î ¹èÁ¦µÇ°í ÀÖ´Â ¹ÎÁßµéÀ» À§ÇØ È°µ¿ÇØ¿À
¸é¼ °®Àº ź¾ÐÀ» ´çÇؾßÇß½À´Ï´Ù.
StreetNet International will hold International Council Meeting in
Kitwe, Zambia from 5 May to 8 May hosted by AZIEA, Zambia affiliate of
the StreetNet International. Kim Heung-Hyun should chair the Meeting and
work with other Council members. We therefore urgently request the
Korean government and police to free him from his restrictions so that
he should be free to travel to Zambia to preside over the StreetNet
International Council meeting.
