이름 이름을 기입 이메일 이메일 주소를 기입 홈페이지 홈페이지 URL을 기입 HTML 사용함 사용안함 HTML 코드 사용여부 제목 Textarea size config 아래는 국제노점상연합과 소속 회원단체들에 발송한 내용입니다. 곧 국제노점 상연합에서 정식 항의공문을 작성하여 회원단체들에게 보낼 예정이며 더불어 한국 정부와 법무부장관에게 항의할 예정입니다. 한글로 된 내용과 영어로 번역한 내용을 첨부합니다. :: 문의: 전국노점상총연합 Tel: 02)2232-0685~6 Fax: 02)2232-0687 ------------------------------ 동지들에게 이메일을 통해 아시다시피, 전국노점상총연합 공동의장 겸 국제노점상연합 의 장인 김흥현 동지가 지난 6월부터 수배생활을 하고 있습니다. 한국의 노점상들은 그간 구청/시청단속반, 경찰, 대부분 조직폭력배 출신인 용 역반, 민간용역깡패 등에 의해 갖은 단속을 수없이 당해왔습니다. 18년이상 우리 노점상들은 노점상 또한 한국 사회의 주체임을 인정케하기 위 해 투쟁해왔습니다. 그러나 한국 정부와 지자체들은 여전히 노점상이 공유지 를 개인 목적으로 사용한다든지 노점이 시민 보행권을 침해한다는 이유로 노점 행위를 금지해왔습니다. 노점상의 생존권도 단결할 권리도, 그리고 단체협상 을 할 권리도 인정하지 않았습니다. 그래서 전노련과 김흥현 동지는 이러한 문제들을 해결하기 위해 열심히 활동해 왔습니다. 더불어 김흥현 동지는 다른 나라의 노점상과 비공식 노동자들을 위 해 열심히 활동해왔습니다. 그리고 세계 노점상, 행상과 재래시장 상인들의 국 제조직인 국제노점상연합의 의장으로 선출되었습니다. 지난 6월, 서울시는 900여 노점상들이 어렵게 생계를 꾸려가고 잇는 동대문운 동장에 일방적으로 버스 대기소 공사를 강행하였습니다. 노점상들은 청계천 복 원 명목으로 대대적 단속을 받은 이후 어렵게 동대문운동장에 들어가 있는 상 황이었습니다. 우리는 노점상 대표들과 이 문제를 얘기할 것을 서울시에 요구 하였습니다. 그러나 서울시는 우리와 대화하려 하지 않앗습니다. 조폭들을 고 용하여 공사를 강행하였습니다. 이에 우리는 대규모 집회와 서울 올림픽을 앞두고 있었던 6.13정신 계승 전국 노점상 6.13대회를 동대문운동장에서 개최하였습니다. 우리의 투쟁과 지속적인 대화요구를 통해 우리는 서울시와 합의안을 도출해낼 수 있었습니다. 노점 자리가 보장되었고 서울시는 노점상들에게 피해를 주지 않는 선에서 버스 대기소 공사를 진행할 수 있게 되었습니다. 그러나 이러한 우리 노점상들의 절박한 상황과 협상결과는 고려하지 않은채 경 찰측이 김흥현 동지에게 체포영장을 발부하였습니다. 결국 1년여동안 김흥현 동지는 노점상, 빈민, 그리고 사회적으로 배제되고 있는 민중들을 위해 활동해 오면서 갖은 탄압을 당해야했습니다. 우리는 한국정부와 경찰측에 김흥현 동지 문제를 해결할 것을 요구합니다. 특 히, 5월 5일부터 8일까지는 잠비아에서 국제노점상연합 국제위원회 회의가 진 행될 예정입니다. 국제노점상연합 잠비아 회원단체인 AZIEA가 주최하는 회의입 니다. 김흥현 동지는 이 회의를 주재하고 다른 국제위원들과 함께 활동할 수 있어야 합니다. 노무현 대통령과 김승규 법무부장관에게 항의해주십시오. 아래로 하시면 됩니 다.: 대통령에게 webmaster@president.go.kr http://english.president.go.kr 법무부장관에게 webmaster@moj.go.kr http://www.moj.go.kr/HP/ENG Fax: +82-2-2110-3079 그리고 항의한 내용을 우리에게 보내주십시오.: nfsvk@hotmail.com 전국노점상총연합 --------------------- Dear Friends & colleagues Warm Greetings As you know from the our e-mails, Kim Heung-hyun, one of the co- presidents of the KOSC(Korean Street Vendors Confederation) & international president of the StreetNet, has been wanted by the police since last June. Korean street vendors suffered countless crackdowns by all kinds of enforcement authorities such as ward officials, municipal officials, police, crackdown parties, public and civilian services almost all of them are from gangsters. More than 18 years we've fought for the recognition that street vendors are also the subjects of Korean Society. But still, Korean government and municipalities prohibit street vending in that street vendors use public spaces for private purposes , the stalls invade citizens' rights to move on the street. So they do not recognize street vendors' rights to live, to organize ourselves, and to represent. So the KOSC and Mr. Kim worked hard to solve these problems. And he also worked hard for the sreet vendors and informal workers of other countries. And he was elected the international president of the StreetNet, international organisation of street vendors, hawkers and market vendors. Last June, the Seoul Metropolitan municipality enforced to construct bus sites unilaterally in the Dongdaemun Stadium where 900 street vendors were trying to survive after the crackdowns by the municipality city under the cloak of the Cheonggyecheon Restoration. We demanded to discuss this problem with the representatives of street vendors. But they didn't discuss with us. They employed gagsters to enforce the constrution. We organized big rallies and held the National Street Vendors' Congress in the Stadium in memory of 6.13 held last in 1988 facing the Seoul Olympic. Through our struggles and demands, we were able to negotiate with the municipality. Our working places were guaranteed and the municipality could consruct the sites not doing damages to street vendors. But, not consdiering our urgent situations and the results of the negotiations, the Korean police issued an arrest warrant to Mr. Kim. So, for about 1 year he had to work for street vendors, poors and the socally-excluded people under these repressions. We demand Korean government and the Korean police to free him. Especially, the StreetNet International will hold International Council Meeting in Zambia from 5 May to 8 May hosted by AZIEA, Zambia affiliate of the StreetNet International. He should chair the Meeting and work with other Council members.
