아래는 어제 밤(4/18) 국제노점상연합, 국제노점상연합 소속 USYNVEPID가 노무
현 대통령과 법무부 장관에게 보낸 항의서한입니다.

Dear Sirs 
반갑습니다.


We understand that Kim Heung-hyun, one of the co-presidents of the KOSC 
(Korean Street Vendors Confederation) & President of the StreetNet 
International, has been wanted by the Korean police since last June. 
우리는 전국노점상총연합(이하, ‘전노련’) 공동의장 중 한명이자 국제노점상
연합 의장인 김흥현 동지가 지난 6월부터 한국 경찰에 의해 수배된 사실을 알
고 있습니다.

Korean street vendors suffered countless crackdowns by all kinds of 
enforcement authorities such as ward officials, municipal officials, 
police, crackdown parties, public and civilian services including 
gangsters. For more than 18 years KOSC have fought for the recognition 
that street vendors are also the subjects of Korean Society. But still, 
Korean government and municipalities prohibit street vending in that 
street vendors use public spaces for private purposes, the stalls invade 
citizens' rights to move on the street. This implies that the government 
do not recognize street vendors' rights to live, to organize ourselves, 
and to represent themselves in negotiations with the authorities.
한국의 노점상들은 그간 구청/시청단속반, 경찰, 대부분 조직폭력배 출신인 용
역반, 민간용역깡패 등에 의해 갖은 단속을 수없이 당해왔습니다.
18년 이상 전노련은 노점상 또한 한국 사회의 주체임을 인정케 하기 위해 투쟁
해왔습니다. 그러나 한국 정부와 지자체들은 여전히 노점상이 공유지를 개인 
목적으로 사용한다든지 노점이 시민 보행권을 침해한다는 이유로 노점행위를 
금지해왔습니다. 노점상의 생존권도, 단결할 권리도, 그리고 단체협상을 할 권
리도 인정하지 않았습니다.

So the KOSC and Mr. Kim worked hard to solve these problems. And he also 
worked hard for the sreet vendors and informal workers of other 
countries. At the StreetNet international Congress held in Seoul in 
March 2004, he was elected the international president of the StreetNet 
International organisation of street vendors, hawkers and market 
vendors. 
그래서 전노련과 김흥현 동지는 이러한 문제들을 해결하기 위해 열심히 활동해
왔습니다. 더불어 김흥현 동지는 다른 나라의 노점상과 비공식 노동자들을 위
해 열심히 활동해왔습니다. 그리고 세계 노점상, 행상과 재래시장 상인들의 국
제조직인 국제노점상연합의 의장으로 선출되었습니다.

Last June, the Seoul Metropolitan municipality enforced to construct bus 
sites unilaterally in the Dongdaemun Stadium where 900 street vendors 
were trying to survive after the crackdowns by the municipality city 
under the cloak of the Cheonggyecheon Restoration. KOSC demanded to 
discuss this problem with the representatives of street vendors.  
However, Kosc have informed us that instead of discussing with them, the 
municipality employed gangsters to enforce the construction.
지난 6월, 서울시는 900여 노점상들이 어렵게 생계를 꾸려가고 잇는 동대문운
동장에 일방적으로 버스 대기소 공사를 강행하였습니다. 노점상들은 청계천 복
원 명목으로 대대적 단속을 받은 이후 어렵게 동대문운동장에 들어가 있는 상
황이었습니다. 전노련은 노점상 대표들과 이 문제를 얘기할 것을 서울시에 요
구하였습니다. 그러나 전노련이 보고한 바에 따르면 서울시는 노점상들과 대화
하려 하지 않았습니다. 조폭들을 고용하여 공사를 강행하였습니다.

KOSC organized big rallies and held the National Street Vendors' 
Congress in the Stadium in memory of 6.13 held last in 1988 facing the 
Seoul Olympic Games.  Through their struggles and demands, KOSC was able 
to negotiate with the municipality. Vendors' working places were 
guaranteed and the municipality could construct the sites not doing 
damages to street vendors. 
이에 전노련은 대규모 집회와 서울 올림픽을 앞두고 있었던 6.13정신 계승 전
국 노점상 6.13대회를 동대문운동장에서 개최하였습니다.
이러한 투쟁과 지속적인 대화요구를 통해 우리는 서울시와 합의안을 도출해낼 
수 있었습니다. 노점 자리가 보장되었고 서울시는 노점상들에게 피해를 주지 
않는 선에서 버스 대기소 공사를 진행할 수 있게 되었습니다.

But, instead of considering the urgent situation and the results of the 
negotiations, the  Korean police issued an arrest warrant to Mr. Kim.  
So, for about 1 year he had to work for street vendors, poors and the 
socally-excluded people under these repressions. 
그러나 이러한 노점상들의 절박한 상황과 협상결과는 고려하지 않은 채 경찰 
측이 김흥현 동지에게 체포영장을 발부하였습니다. 결국 1년여 동안 김흥현 동
지는 노점상, 빈민, 그리고 사회적으로 배제되고 있는 민중들을 위해 활동해오
면서 갖은 탄압을 당해야했습니다.

StreetNet International will hold International Council Meeting in 
Kitwe, Zambia from 5 May to 8 May hosted by AZIEA, Zambia affiliate of 
the StreetNet International. Kim Heung-Hyun should chair the Meeting and 
work with other Council members.  We therefore urgently request the 
Korean government and police to free him from his restrictions so that 
he should be free to travel to Zambia to preside over the StreetNet 
International Council meeting.
국제노점상연합은 5월 5일부터 8일까지 잠비아 Kitwe에서 국제위원회 회의를 
진행할 예정입니다. 이 회의는 국제노점상연합 잠비아 회원단체인 AZIEA가 주
최합니다. 김흥현 동지는 이 회의 의장으로서 활동해야하고 국제위원들과 활동
할 수 있어야 합니다. 우리는 한국정부와 경찰당국에 요구합니다. 김흥현 동지
가 잠비아로 와서 국제노점상연합 국제위원회 회의를 주재할 수 있도록 그에 
대한 제한(출국 제한 등)조치를 철회하고 자유롭게 활동할 수 있도록 보장하
기 바랍니다.

Chers president et ministre de la justice Sud Coreene nous les membres 
du bureau executif de  USYNVEPID  un syndicat affilie de la Street Net 
Internationale  vous prions de reconnaitre que les vendeurs des marches 
des rues et les ambulants  font un pourcentage non negligeable de la 
population de tous les pays du monde  entier et contribuent  massivement 
au developpement et a la reduction  du chaumage et de la pauvrete dans 
le monde entier s'il vous plais reconnaissez notre droit  d'existance
et 
de survie en pretant un peu d'attention sur notre situation de mere et 
de pere de famille ayant des enfants sous les bras a  nourrir a soigner 
a eduquer au fruits de notre travail qu'est la vente  dans les marches 
et rues. Reconnaisser aussi que ces enfants  issus  de cette masse de 
population de vendeurs constituent  une grande partie de la population  
ou construteur de la future Corree du Sud ou des pays du monde 
entier.Tres chers president et ministre de la justice Sud Correene ,les 
femmes vendeuses  des marches ,de rues et ambulantes du Benin  se 
rejoigne au bureau executif  et vous suplient fortement dans la paix la 
grace  du Dieu tout puissant  de revoir  votre position concernant notre 
president de la STREET NET INTERNATIONALE  Mr Kim Heung-hyun en 
detention depuis des mois .L'arrestation de Kim heung-hyun cree un grand 
vide au sein du bureau internationale de la STREET NET INTERNATIONALE 
S'il vous plais  exelances president  et ministre de la justice liberez 
nous notre president affin qu'il puisse presider  notre prochaine  
conferance  organisee en Zambie du 05 08 M ai prochain au o chez nos 
confreres  AZIEA  de ZAMBIE affilies a la STREET NET INTERNATIONALE car 
il ne fait que reclamer le droit d'existence et de survie  de nous les 
vendeuses et vendeurs des rues des marches et ambulants  de son pays 
qu'est la Coree du sud et des autres pays du monde entier. Merci pour 
votre comprehension et nous pensons que dfans les premires minutes qui 
suivrons la lecture de notre message KIM HEUNG_HYUN sera libere et sera 
en ZAMBIE  pour presider la conferance du 5au 8 Mai 2005 prochain .
